Many customers do not want to spend the money for a custom website. The find that customizing an existing template is sufficient to meet their needs.
Template customization can give you a unique looking website at a much lower cost because you don't spend a lot of time "re-inventing the wheel." You simply find something you like and decide how you want to modify it and we go from there.
When searching for a template try to look mainly at the layout. The layout is the framework for the entire look of your site. Don't worry about the colors that are there if you like the layout. They will probably change to what you want. It is very common for a customer to come to me and say I like template x for the framework and template y for the color scheme.
Two great sources of templates which I have customized for people in the past are Joomlart & Rockettheme. Visit their sites and choose a template that you like. Then decide how you want to change it & make specific notes.
I have used other template providers in the past. Some have been great. But, others have been kinda sketchy. Then, there are some out there run by people to avoid at all costs.
If the work is not good, I won't use it.
Template Customization estimates start at $1,250 but are billed on an hourly basis at $75 per hour plus expenses.

By the way:
If you search Google for website templates or themes make sure you use either wordpress or joomla as additional keywords in your search (together they have about 85% of the CMS market). I know a few other CMS systems but you will be happiest with the market leaders.
Also stay away from static HTML designs. If you go with one of these you will have to hire a web designer every time you want to update your prices or fix a spelling error.
Stay away from "free" template sites. Almost all of them are run by hackers who put back doors (for their own mischief) into what they "give away". I've been called in to fix the results of this mischief a time or two on websites that others built using one of these "free" templates and it is never pretty.
